I need to know where to get everything! i have never done anything with cars but i know i want to start on this. and how to put it together. and those cool rims from gone in 60 seconds PLEASE HELP. i have a basically unlimited budget.

saw reconditioned shells on eBay for 9K. It would be a start.
A shell would be the way to start, and source parts from ebay or other sites.
this site shows all the specifications on the car, so just have a look at that
