The Army told me they would ship my car for free and I have been thinking about selling it. I just wanted to know if it was worth more here in the states or over in Germany as an import.

Worth a whole lot more over there. Take it with you, sell it over there if you want because getting parts or service for that car over there is going to be difficult. Buy an old Porsche or Mercedes over there and drive it around. Sell it before returning. Unless you want to bring back a newer European car with you.
That Mustang is a rarity over there and will sell really quick and you will get good money for it.
Hi: It is worth more over there.
That’s a fairly rare car over there and would be easy to sell.

See if you can sell it on the used car lot either here in the states or on the base/post you will be at in Germany.
If you sell it in the economy over there (meaning to a German civilian), you may loose some money, since quite a few things need to be done to make it street legal to be registered there. It needs to pass certain inspections, emissions, etc.
You can always list the car online to see what kind of feedback you get. Your best bet would be selling it to another soldier if you decide to sell it in Germany.http://geo.craigslist.org/iso/de

Also, here is a German website – all amounts are in Euros.
Search results are for Ford Mustang – used.
Look at the year to find one close to yours.http://autos.de/sucherg_det.php?pageNum_…
Is it street legal there?
I would guess its worth more there since its less common, but is there a demand?
